Our contention is that these reviews have largely missed the power of the informal (masculine) culture.
A culture which is both positive and negative and has great influence on ‘how things are done around here‘.
An attitude that is largely recognised by officers/managers, but which they seem to ignore.
Fitting-in has developed a way to work with the informal culture to achieve change.
